党的文化领导权是习近平文化思想的核心命题，是事关党和国家前途命运的大事。人民至上是中国共产党文化领导权的本质要求、力量源泉和评判尺度。当前，党的文化领导权建构面临文化认同危机、文化供需矛盾和科技赋能困境等诸多挑战。“十五五”时期，党的文化领导权建构必须把坚持人民至上贯穿其中。具体路径包括：筑牢意识形态阵地，以凝聚人民共识夯实党的文化领导权根基；优化文化供给，以增强党的文化服务满足人民高质量需求；引导技术赋能，以保障人民数字话语权增强党的文化领导力；激发人民创造，以尊重人民主体地位厚植党的文化领导权；完善制度保障，以规范人民参与机制强化党的文化治理能力。

The CPC's cultural leadership is the core proposition of Xi Jinping's Cultural Thought and a crucial matter concerning the future and destiny of the Party and the country. Putting the people first is the essential requirement, source of strength, and benchmark for the CPC's cultural leadership.At present, the construction of the CPC's cultural leadership still faces many challenges, such as a crisis of cultural identity, a contradiction between cultural supply and demand, and difficulties in technological empowerment. During the 15th Five-Year Plan period, the construction of the CPC's cultural leadership must fully uphold the principle of putting people first. The specific approaches include: strengthening the ideological front to consolidate public consensus and solidify the foundation of the CPC's cultural leadership; optimizing cultural supply to enhance the CPC's cultural services to meet the people's high-quality demands; guiding technological empowerment to safeguard the people's digital discourse power and reinforce the CPC's cultural leadership; stimulating people's creativity to respect their principal status and deeply nurture the CPC's cultural leadership; and improving institutional guarantees to regulate mechanisms for public participation and strengthen the CPC's cultural governance capacity.
